Minor C4ISR Projects of the Philippine Navy under the AFPMP Capability Upgrade Program

Due to the numerous minor projects involved in the AFP Modernization Program's Capability Upgrade Program of the Philippine Navy and of all other branch services, Philippine Defense Resource decided to combine them to resources pages based on their classification according to Department of National Defense (DND) official documents.

In this case, we focus on Minor C4ISR Projects under the AFPMP Capability Upgrade Program of the Philippine Navy, which are projects classified under Force Protection Projects that are less than Php100 million in value.

The project names would still be individually listed in the MaxDefense Philippines' AFP & PCG Modernization Resource Portals and on Philippine Defense Resource's List of Modernization Projects, but will be linked into each of the grouped resource pages of each branch service. Philippine Defense Resource will follow numbering based on its listing from DND documents.

10. Hydrographic Survey Equipment and Data Processors

Overview:

The project was meant to provide the Philippine Navy with 1 lot each of Hydrographic Survey Equipment, and 1 lot for Data Processors to support the equipment.

This is so far among the cheapest projects in the AFP Modernization Program, with a budget of only Php4,300,000.00 (around $97.000).

The project acquisition was through a public bidding, with local company De Leon Import and Export - ACW COMPUADD Philippines Joint Venture winning the project. Contract for Lot 1 was signed on 20 December 2004, while contract for Lot 2 was signed on 07 January 2005.

Lot 1 was delivered on 07 April 2005, although the supplier requested for time extension to deliver Lot 2 due to the need to replace the computers and scanners originally offered to the Philippine Navy as they were already out of production and considered obsolete.

For some reason, it took years before the project was declared complete on January 2011.

While there is no data on what equipment were acquired, it is believed that it could be the SSS-100K/600K Side Scanning Sonar built by JW Fishers Manufacturing Inc.

The PN operates the SSS-100K/600K Side Scan Sonar, which has been used in several occasions during emergencies.

13. Coast Watch System (Taganak and Sanga-Sanga) Upgrade Equipment Acquisition Project

Overview:

The project was meant to upgrade the existing Coast Watch maritime monitoring systems in Coast Watch Taganak and Coast Watch Sanga-Sanga, both of which in the Tawi-Tawi province and at the edge of Philippine territory with Malaysia.

No exact details were provided or made public but the project appears to involve improving the link between the Coast Watch system to the command posts coordinating all Coast Watch systems in the area, as well as improving the surface search radar system.

The project was acquired via a 2-stage Public Bidding system, with Scan Marine - Interpacific Tech Ltd. Joint Venture winning the tender. The project's Notice of Award was released on 21 February 2005.

The project was declared complete by the Department of National Defense (DND) as of September 2010.

21. Binoculars Acquisition Project (Joint Acquisition with the Philippine Army)

Overview:

The project involves the acquisition of 1,550 new binoculars for both the Philippine Army and Philippine Navy (Marines).

We do not have the exact quantities for each service branch but it is expected that the Philippine Army received majority of the binoculars ordered.

The project was acquired via Public Bidding and had an Approved Budget for Contract (ABC) worth Php27,350,000.00. The project's bids opening was held on 16 May 2007, with Willi Hanh Enterprises winning the tender and received the NOA on 14 September 2007.

The company supplier the Hahn Commando 7x40 WR binoculars, which are said to be locally made in Cebu. It was said to be similar in quality to imported binocular brands from Sightron, Steiner, Bushnell and Leupold.

It has an independent range finder reticle, built to military specifications, and is shock-proof, fog-proof, and water-proof.

The deliveries were said to have been completed as of July 2008.

30. Coast Watch Station (Tinaca and Mangsee) Acquisition Project

Overview:

The project was meant to provide Coast Watch radar systems and equipment for Coast Watch Tinaca and Coast Watch Mangsee, both of which in the southernmost edge of Philippine territory with Indonesia.

No exact details were provided or made public but the project appears to involve the construction of new Coast Watch radar stations including supply of the radar equipment for Coast Watch Tinaca and Coast Watch Mangsee.

The project was declared complete by the Department of National Defense (DND) as of June 2013, although we are still confirming which company won the project, and how much the project costed.

CANCELLED C4ISR PROJECTS:

These projects did not reach pre-procurement stages and were cancelled during planning process due to a variety of reasons.

1. Signal Intelligence (SIGINT) Equipment Project:

The project was meant to provide the Philippine Navy with Signal Intelligence (SIGINT) equipment, with a project budget of Php25,000,000.00 taken from the cancelled BO-105 Helicopter Upgrade Phase 1 project.

The project was said to have been approved by the Arroyo administration on November 2005, and will be acquired for the Philippine Navy's Naval Intelligence and Security Force.

But details about the project financing was non-existent in DND AFP Modernization reports from 2008 to 2014, and the project was most likely cancelled.
