Field Ambulance (Phase 3) Acquisition Project of the Philippine Army

As part of the Horizon 1 phase of the Revised AFP Modernization Program, the Philippine Army (PA) raised another requirement to acquire additional Field Ambulance vehicles to further improve its capability to move injured personnel from combat frontlines, provide medical assistance to military personnel during peace or wartime operations, and to assist in humanitarian requirements, and to provide these type of vehicles to more field units.

The Field Ambulance (Phase 3) Acquisition Project of the Philippine Army was raised to meet the service's requirements to increase the number of field combat ambulances in its fleet. It was among those given priority, and was among the projects that moved the fastest in the Horizon 1 phase.


Like the Field Ambulance (Phase 1) Acquisition Project that was signed in 2012, the Field Ambulance (Phase 3) project was procured under a Government-to-Government (G2G) deal with South Korea. 

To make it easier to identify, we have labelled this specific deal as the Field Ambulance (Phase 3) Acquisition Project, while the other project were labelled as the Field Ambulance (Phase 1) and (Phase 2) Acquisition Project, and will have its own resource pages.

Overview:

Under the Field Ambulance Acquisition Project, the Philippine Army requested for the acquisition of additional field ambulances which would allow them to transport wounded personnel quickly to field medical facilities during combat operations, or to provide humanitarian assistance and disaster relief (HADR) support during emergencies.

While the Philippine Army received 48 KIA KM451 combat ambulances acquired from South Korea under the Field Ambulance (Phase 1) Acquisition Project signed in 2012, and 26 AM General M1152 Expanded Capacity HMMWV combat ambulances from the US acquired under the AFP Field Ambulance (Phase 2) Acquisition Project signed in 2014, the Philippine Army determined that it has not met to provide enough field combat ambulance vehicles for the entire service, so it was decided to raise another requirement for similar vehicles.

In 2015, it was decided by the Department of National Defense (DND) would proceed with acquisition of the additional combat field ambulances under a Government-to-Government (G2G) deal with South Korea's Defense Acquisition Program Administration (DAPA), with DAPA recommending KIA Motors Corp. to supply the vehicles on September 2015.


The DND's Bids and Awards Committee declared KIA Motors Corp. as the Single Calculated Proponent (SCP) and proceeded with Post Qualification Inspections (PQI), which KIA Motors passed on 12 October 2015.

A Notice of Award (NOA) was released in favor of KIA Motors Corp. on 16 October 2015, and a Notice to Proceed (NTP) was released on 19 October 2015. A contract was signed between the DND and KIA Motors Corp. on 26 October 2015.


KIA Motors delivered the KIA KM451 4x4 field ambulance vehicle, which is a variant of the KIA KM450 series of 1 1/4-ton utility trucks that the Philippine Army already uses for its utility and logistics requirements.

This allowed ease of maintenance and operation without the need to introduce a different vehicle model, while also benefiting from the Philippine Army's facilities and experience in maintaining the vehicle type.


KIA Motors started delivery of the first batch of vehicles by 2nd quarter of 2016, with the full delivery completed as of 3rd quarter 2016.

Upon completion, the Philippine Army should have around 106 KIA KM451 field combat ambulances by late 2016.

20 May 2016:

The Philippine Army's 7th Infantry Division confirmed in their Facebook page that they received 4 of the KIA KM451 military field ambulance out of the 60 units ordered under the Field Ambulance (Phase 2) Acquisition Project.


The unit also received 36 new KIA KM450 4x4 1 1/2-ton utility vehicles, which shares the same platform as the KM451.

More Infantry Divisions of the Philippine Army are bound to receive the same vehicles, improving each of the unit's capability to save lives of its soldiers in combat and non-combat situations where they require medical care.

05 September 2016:

The Philippine Army's 10th Infantry Division based in Compostela Valley in Mindanao reported that they received 80 different trucks, including 4 KIA KM451 military field ambulances.
